I have seen and studied various charts to learn about the time of meeting that "special person". My findings have told me that in such meetings most important point is the "vertex".  When your vertex is conjunct or opposed by any personal planet like the Sun, Moon you get a special person in your life. I don't feel vertex contacts to Venus or mars have much do to with meeting the significant other. Especially not if the mars or Venus of the concerned person happens to fall in his/her 10th house.
